Director Techinical Product Management / Delivery Lead (DIT)

Purpose & Overall Relevance for the Organization:

The technical owner to manage products or services throughout lifecycle as well as end to end in order to address business opportunities and consumer needs so that generate the greatest value. Engineering experience is must to ensure quality of the products from coding, architecural and operation point view.


Key Responsibilities:


Product Management

•     Owns one or more products / services managing the full product lifecycle from product introduciton to decommission plus transition plan in an end to end approach from initiation, development, deployment and operation to functionality evolvement planning based on anticipated changes in customer/user needs

•     Selects, adopts and adapts appropriate product development methods, tools, and techniques - predictive (waterfall) approaches or adaptive (agile) approaches.

•     Has business acume and insight to understand opportunities and capture the needs from market through analysis and/or user research, feedback, expert opinion and usage data.

•     Develops product propositions and determines product positioning and variants for different consumers segments.

•     Prioritises product requirements and owns the product backlog with business Product Owner.

  • Coordinates trials, product launches and supports communications and training.
  • Brings innovative ideas outside in.



  • Provides professional inputs and / or guidance to software engineering practices & best practices for the full software development life cycle, including coding standards, code reviews, source control management, build processes, testing, and operations.
  • Provide professional inputs to architectural design and tech stack selection.




•     Builds on and refines appropriate outline ideas for the evaluation, development, demonstration and implementation of research.

•     Contributes to research goals and funding proposals and inputs to what data to be collected.


Business Analysis

•     Takes responsibility for investigative work to determine business requirements and specify effective business processes, through improvements in information systems, information management, practices, procedures, and organisation change. 

•     Collaborates with stakeholder conducting investigations for business requirements specifications and feasibility studies.

•     Prepares business cases with benefits, options and associated business risks.


Requirements definition and management

•     Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives.  

•     Negotiates with stakeholders to manage competing priorities and conflicts.

•     Establishes baselines as starting point

•     Ensures changes to requirements are investigated and managed. 


Testing and Quality Assurance

•     Coordinates and manages planning of the system and/or acceptance tests, including software security testing, within a development or integration project or programme.

•     Takes responsibility for integrity of testing and acceptance activities and coordinates the execution of these activities.

•     Provides authoritative advice and guidance on any aspect of test planning and execution.

•     Defines and communicates the test strategy for the project.

•     Manages all test processes, including test plans, resources, costs, timescales, test deliverables and traceability. Manages client relationships with respect to testing matters.

•     Identifies process improvements, and contributes to corporate testing standards and definition of best practice.


Change Management incl. Release Management and  Deployment Management

•     Co-develops implementation plans with project manager for complex change requests.

•     Leads to evaluate risks to the integrity of service environment inherent in proposed implementations (including availability, performance, security and compliance of the business services impacted).

•     Seeks authority for change activities, reviews the effectiveness of change implementation, suggests improvement to organisational procedures governing change management.

•     Leads the assessment, analysis, development, documentation and implementation of changes based on requests for change.

•     Leads the assessment, analysis, planning and design of release packages, including assessment of risk.

•     Liaises with business and IT partners on release scheduling and communication of progress.

•     Conducts post release reviews.

•     Ensures release processes and procedures are applied and that releases can be rolled back as needed.

•     Identifies, evaluates and manages the adoption of appropriate release and deployment tools, techniques and processes (including automation).


Stakeholder management

•     Identifies the communications and relationship needs of stakeholder groups.

•     Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders, acting as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. 

•     Facilitates business decision-making processes.

•     Captures and disseminates technical and business information.


Project Management

•     Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects (typically with direct business impact and firm deadlines).

•     Identifies, assesses and manages risks to the success of the project.

•     Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders.

•     Adopts appropriate project management methods and tools whether predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.

•     Ensures Quality reviews occur on schedule and according to procedure.

•     Manages the change control procedure, and ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are signed off.

•     Provides effective leadership to the project team, and takes appropriate action where team performance deviates from agreed tolerances.


Resource Management:

•     Supports resource planning and may have full responsibility in recruiting process.

•     Implements resource plans, including conducting recruitment interviews.

•     Facilitates selection, assessment and on-boarding processes, and internal resource allocation.

•     Contributes to transitioning of resources, complying with relevant statutory or external regulations and codes of good practice.

•     Ensures appropriate leadership skills are present at every level through creating a motivational and supportive work environment in which employees are coached, trained and provided with career opportunities through development

•     Allocates the different work to the respective employees considering experience, complexity, workload and organizational efficiency

•     Continuously monitors and evaluates team workload and organizational efficiency with the support of IT systems, data and analysis and team feedback and makes appropriate changes to meet business needs.

•     Provides team members/direct reports with clear direction and targets that are aligned with business needs and GIT objectives

Requisite Education and Experience / Minimum Qualifications:

•     Minimum four-year university degree with major in IT, computer science, or equivalent of education

•     Proficient spoken and written English

•     12+ years experience in IT

•     7+ years of experience in mobile app. Wechat mini programme experience is a plus.

•     5+ years of Software Development experience, including hands-on development work and object-oriented design

Experience of adopting container technologies

Average level of understanding of devops pipeline, test automation

•     Local internet company or ecom company exerience as plus and preferred

•     Experience of handling high concurrency / high traffic situation for IT systems

Strong logical thinking and problem solving
