Assistant Manager Customs (Inbound)

Purpose & Overall Relevance for the Organization:

 

The mission of the inbound assistant manager is to bring the international trade compliance management feasible and streamline/ stabilize the importation handling process, shorten the overall lead-time and minimize Customs/CIQ compliance risks.

 

He/she will achieve this mission by:

 

  • Keeping close and regular communication with CIQ and Customs authorities, updating relevant requests/ knowledges in a timely manner and working out effective solutions accordingly.
  • Arranging interdepartmental meetings/trainings for new CIQ and Customs regulations.
  • Giving suggestions to IBD SOP to ensure operation process is workable to manage compliance risks.
  • Conducting annually self-assessment for import and export activities.
  • Contacting agent/broker, Customs, CIQ &CIQ testing lab for import/export clearance.
  • Solving, tracking and recording for CIQ/Customs inspected or questioned cases.

 

Key Responsibilities:

 

Primary

  • Conduct and execute full responsibility on HS classifications, CIQ pre-testing, tariff info, internal and external trade contracts, duty free trade agreements, and equipped with awareness of regulation changes.
  • Assist and coordinate management team on solving major trade issues, ensure company conduct in align with legal entity and authorities’ requirements.

 

General Management

  • Implement and conduct actions upon process improvements and business requirements.
  • Identify potential issues which might put company policy in contrary.
  • Keep team members or regional/global Customs team duly informed for China regulation changes.
  • Dispose special/ urgent situation with team and seeking for solutions.
  • Predict areas can be improved potentially and take actions & carry out positive deliverables.

 

Government Relationship Develop/maintenance

  • Develop/ maintain/update the relationship with China custom authorizations and government bureaus.
  • Research and analyze updated China Customs regulations and policies applicable to adidas import &export operation.
  • Maintain AEO grade company authorization in Customs.
  • Prepare for ACE application.
  • Timely update/renew Customs IC card and requested certificates.

 

Financial

  • Ensure the pre-testing cost is reasonable and within budget.
  • Check the invoice of CIQ testing lab and set the payment.
  • Prepare the Forex payment doc. for all imports as aligned timeline with finance Dept.

 

 

System and Processes

  • Be familiar with company policies and business operations.
  • Be able to resolve problems requiring knowledge of department policies and procedures.
  • Responsible for producing various reports to SCM team members in a timely manner.
  • Ensures master data and tracking information are submitted and recorded timely.
  • Operation in HUB/Flex/PDM/MARVIN/ BIZAGI/ TCM systems.

 

 

Key Relationships:

 

Internal

  • Purchasing, legal, marketing, retail, finance, tax, logistics, OBF, QC, SCI, regional sourcing team, etc.

 

External

  • Shipping forwarders, express/courier companies, Customs brokers, CIQ testing lab, government Bureaus: China Custom authorities, Shanghai Entry-Exit Inspection and Quarantine Bureau etc.

 

Knowledge, Skills and Abilities:

 

Knowledge / Experience

  • Extensive knowledge of international trade law regulations, China Customs and CIQ regulations, supply chain operations and the global trade compliance network.
  • Strong network with China custom authorizations and government bureaus in maintaining a healthy & solid relationship with the company.

 

PC/Language/Other Skills

  • Excellent working knowledge of Microsoft software.
  • Excellent written and oral communication skills in Mandarin and sound English communication skills.
  • Excellent interpersonal communication skills.
  • Strong ability to identify and analyse compliance issues.
  • Good experience and capability of crisis management.

Requisite Education and Experience / Minimum Qualifications:

 

  • College Degree, preferably with an economics, legal or Operations background.
  • 5+ year operation experience on international trade and Customs brokerage management experiences, particularly in sportswear or similar industry.
