Manager Procurement

Purpose & Overall Relevance for the Organization:

To manage the country category sourcing including construction, design, project management, maintenance, etc. The scope covers own retails stores, franchise stores, offices and distribution centers in China.  To support APAC project where there’s leverage opportunity.  

 

 

Key Responsibilities:

 

Develop sourcing strategy

  • Develop sourcing strategy of the sub categories and implement strategy during daily activities.
  • Make sure local sourcing strategy is in line with global strategy
  • Regularly review sourcing strategy and update where necessary

 

Manage daily sourcing activities

  • Identify business needs before sourcing actions
  • Influence business needs where necessary
  • Lead tender, RFP, negotiation, e-auction to select vendors
  • Work with business owners in vendor selection and negotiations (price and other terms)
  • Assess financial stability and risk of potential vendors
  • Support development of non-standard vendor contracts
  • Review construction specification and contribute in value engineering
  • Vendor performance evaluation and manage relationship with key vendors
  • Identify and deliver cost effectiveness initiatives

 

Ensure policy compliance

  • Supervise and ensure procure to pay process of responsible category 
  • Ensure transparency and openness in vendor bidding process, selection and evaluation
  • Support audit and make sure all the process and supporting document are compliant

 

Manage external supplier relationships and internal customer relationships

  • In line with defined procurement strategy, support the classification and categorization of suppliers
  • Continuously track supplier performance
  • Lead and support supplier development activities such as setting up cross-functional review meetings with suppliers
  • Develop and maintain effective strategic relationships with key internal customers and stakeholders
  • Manage internal customer feedback on category performance

 

Support initiatives and will willing to take more responsibilities

  • Should with willingness to take more responsibility when business needs arise
  • Open to take care digital related areas when business needs arise

Knowledge, Skills and Abilities:

 

  • Advanced in sourcing execution, as well as project management and planning
  • Good knowledge of procurement strategy development and conveyance
  • Project and process management knowledge and experience
  • Should be able to support line manager for cost presentation and analysis by having deep knowledge of internal cost and external cost benchmark
  • Should be able to take full accountability with broader scope when there is a need to facilitate the decision making
  • Should be able to collaborate with peers and other category manager to achieve common goal
  • Keep up to date with market trends, prices and developments
  • Proficiency in MS Office
  • Fluent in English, spoken and written
  • Auto CAD will be a plus

 

 

Requisite Education and Experience / Minimum Qualifications:

 

  • Minimum 5-7 years experiences in Non-Trade capex purchasing management positions
  • Master degree is preferred
